TotalEnergies takes 25% stake in 26 Chevron-operated US exploration leases

TotalEnergies announced on 28 October that it had acquired a 25% working interest in 26 Chevron-operated offshore exploration leases in the United States, expanding a partnership focused on future oil discoveries. Chevron will also acquire a 75% operated interest in two exploration leases from TotalEnergies as part of the transaction.

The deal adds exploration exposure rather than announcing new producing capacity. That distinction is important for African petroleum markets: competition for investment can shift long before a new field delivers barrels or creates a measurable change in global supply.

The transaction shares exploration exposure and operating control

According to TotalEnergies' statement , the 26 leases comprise 24 blocks in Green Canyon and two in Walker Ridge, located 150–250 kilometres offshore. Chevron operates the acreage.

A working interest gives a participant an economic stake in a project under its contractual terms. It is distinct from the operator's responsibility for coordinating activity. A company can therefore participate financially without leading day-to-day operations.

The commercial value of that structure depends on the quality of the prospects, expenditure commitments and eventual discoveries. The number of leases is not a reserve estimate. It cannot be converted into a production forecast without geological evidence and a development plan.

Acreage expansion does not establish a discovery

TotalEnergies said the transaction builds on its entry into 40 Chevron-operated exploration blocks in June 2025. The newly announced interests extend that relationship, rather than represent the first collaboration between the companies.

Exploration rights create an option to investigate a resource opportunity. Drilling can still fail to find commercially recoverable hydrocarbons, and a discovery can require further appraisal before a development decision.

Investors should consequently distinguish the acquisition of acreage from the booking of reserves and the approval of capital spending for production. Each milestone reduces a different uncertainty. Treating the new portfolio as guaranteed future output would skip the technical and commercial decisions that still stand between exploration and a producing field.

Existing offshore interests provide context, rather than a timetable

The company said the expanded exploration portfolio complements existing interests in Ballymore, Anchor, Jack and Tahiti. It did not announce a production start date for the newly acquired leases.

Experience in a basin can matter because companies may understand its geology, operating conditions and service requirements. Nearby infrastructure can also become relevant if a discovery is suitable for connection, but that outcome needs a project-specific assessment.

No tieback decision is established by this announcement. The economics would depend on distance, capacity, fluid characteristics and the commercial terms of access. The presence of producing assets in the wider portfolio is therefore useful context, rather than proof that any new discovery can reach market quickly.

African projects compete on the return from committed capital

For petroleum-producing African economies, the announcement illustrates how international operators distribute exploration exposure across jurisdictions. A company's decision to enter more acreage in one country does not, by itself, establish withdrawal from another.

The competitive question is the risk-adjusted return expected from a particular project. Resource quality, operating cost, fiscal terms, security, infrastructure and approval times can influence that calculation.

Nigerian policymakers and industry participants therefore need to assess the conditions under which local projects can attract investment, rather than infer a specific capital outflow from this US transaction. The announcement provides no amount transferred from a Nigerian budget or confirmation that an African project has been cancelled to fund it.

The supply effect remains a long-term possibility

Additional exploration can contribute to future supply only if discoveries prove viable and projects proceed through appraisal, approval, construction and commissioning. Those stages carry technical, financial and regulatory uncertainty.

The deal should not be used to explain a same-day oil-price movement without separate market evidence. It does not create immediate export barrels, and the release does not disclose a transaction price from which to calculate an acquisition multiple.

The concrete development is a larger shared exploration portfolio with specified ownership and operating roles. Its eventual value will be determined by what the partners find and can develop commercially, rather than by the acreage count alone.
